Notbremsassistenzsysteme sind seit November 2015 (mit Ausnahmen) für alle neu zur Teilnahme am Straßenverkehr zugelassenen mittelschweren und schweren Nutzfahrzeuge (Lastkraftwagen und Sattelzugmaschinen der Klassen N 2 mit zulässiger Gesamtmasse zGM > 8 t, und N 3, Busse der Klassen M 2 und M 3) vorgeschrieben. Damit werden Auffahrunfälle adressiert. Diese sind im Unfallgeschehen mit Personenschaden und Beteiligung der betreffenden Fahrzeuge am häufigsten und von besonderer Schwere. Entsprechend groß ist hier das Wirkfeld und es werden zukünftig deutlich geminderte Unfallzahlen erwartet. Um dies beurteilen zu können, ist eine Bewertung der vorgeschriebenen Mindestanforderungen an die Systemfunktionen und - soweit bekannt - der tatsächlichen Leistungsfähigkeit aktueller Systeme im Zusammenhang mit den Randbedingungen des Güterkraftfahrzeugverkehrs erforderlich. Wesentlich ist zudem, dass die Systeme während der Fahrt ständig eingeschaltet sind. Über die Abschaltbarkeit von Systemen und Funktionen wird zurzeit intensiv diskutiert. Dieser Beitrag gibt einen Überblick zur historischen Entwicklung von Notbremssystemen, zum aktuellen Stand der Technik und zu inzwischen gesetzlich beziehungsweise im ECE-Regelwerk vorgeschriebenen Zulassungstests. Im Zusammenhang mit Einblicken in die amtliche Unfallstatistik und Schilderungen von Einzelfällen werden relevante Entwicklungen am Beispiel der Sattelzugmaschinen aufgezeigt, sowie Wirkfelder und mögliche Einflüsse auf zukünftige Entwicklungen von Unfallzahlen betrachtet. Abschließend erfolgt eine Diskussion der Mindestanforderungen mit Vorschlägen zur weiteren Verbesserung.
Emergency braking assistant for heavy goods vehicles – Historical development, current regulations, analysis of the accident statistics and individual cases, discussion and proposals
part 1 Emergency braking assistance systems have been mandatory since November 2015 for all medium-duty and heavy-duty commercial vehicles (with some exceptions) that are newly registered for use on public roads (HGVs and semitrailers of Class N2 with a maximum gross weight of > 8 t, and N3, buses of Class M2 and M3). The aim of this measure is to address the problem of rear-end collisions. These are the most frequent types of accidents with injury to persons and damage to the vehicles involved and can be particularly severe. The effect of such systems is correspondingly great and a significant reduction in accident numbers is expected for the future. Assessing this requires an evaluation of the prescribed minimum requirements regarding the system functions and – as far as this is known – the actual performance of current systems in relation to the background conditions of goods transport. A further key point is that the systems are continuously activated when the vehicle is driving. The ability to deactivate systems and functions is a topic of intense discussion at the moment. This report provides an overview of the historical development of emergency braking systems, as well as the current state of technology and the approval tests prescribed by law and by the ECE regulations. In the context of an analysis of the official accident statistics and descriptions of individual cases, the report examines relevant developments based on the example of semitrailer trucks, and considers the effects and possible influences on the future development of accident numbers. The report concludes with a discussion of the minimum requirements with proposals for further improvements.
